A change becomes useful only when the system can show what supports it.

What does it mean?
Evidence tells us what happened.
It does not automatically tell us what the change means.
Allfather treats interpretation as a separate step. Independent reviewers test the claim against the evidence, scope and risk. They can support it, support it with conditions, or require more evidence.
Disagreement is not averaged away.
It stays in the record.
In this case, the pricing change is well supported. The interpretation is allowed to move forward only if it remains clearly labelled as analyst inference rather than sourced fact. A separate reviewer still asks for another capture to rule out an A/B variant.
That dissent survives.
Structured review. Independent assessments, evidence sufficiency, conditions and dissent are preserved before one bounded result is frozen for the next stage.
Can we use it?
A conclusion can be interesting, well supported and still fail the next gate.
The Arbiter does not decide whether an idea is good.
It decides whether the proposal is admissible.
Scope, evidence readiness, review state and policy are checked in a fixed sequence. If one fails, the route stops. If they pass, the result permits exactly one next governed stage.
An ALLOW is not approval.
It means:

For the pricing example, the evidence and review survive the checks, so the battlecard is admitted for internal informational release.
Arbiter. A non-bypassable admissibility check determines whether a proposal may enter the next governed stage.
Who needs to know?
Intelligence is useless if it reaches the wrong person.
Once a finding is admissible, Allfather decides who should receive it.
